Pardubice - Starting construction without a building permit is not entirely uncommon in the Pardubice Region. The largest current "illegal construction" is the future logistics center Zelená louka in Pardubice, being built by the company D+D Park Pardubice for DB Schenker for approximately 800 million crowns, but illegal activities by construction firms and investors are also encountered by building authorities in other cities. However, authorities have not yet ordered the removal of any larger illegal construction, as found out by ČTK.
    "Recently, we have two constructions that do not have the appropriate permits issued. One of them is the concrete plant Kaiser, where construction has already begun," said Vlastimil Bálek, the head of the building office in Chrudim, to ČTK. The office has already suspended the associated zoning and building proceedings until the whole matter is resolved and formally initiated proceedings for the removal of the construction being built by the Prague company Ilbau.
    According to Bálek, there are several cases of construction law violations each year, though most commonly these involve construction works in violation of issued building permits. The office always seeks a way with the builder to obtain a supplementary permit; however, even then the offender cannot escape penalties. Fines can theoretically reach up to one million crowns, and even repeatedly, but in Chrudim, the highest has not exceeded 100,000 crowns.
    The building office in Svitavy has a similar experience. "Each year we deal with up to ten smaller cases, mostly changes to constructions or extensions, where people did not realize that they needed to obtain a building permit. In the case of new constructions, this is very rare," said Roman Poláček from the Svitavy building office to ČTK. The office has always ultimately issued a supplementary building permit, imposing penalties on builders usually in tens of thousands of crowns. "The only case of removal of an illegal construction was an advertising structure," Poláček stated.
    The logistics center in Pardubice is being built in the Semtín industrial zone on 14 hectares, with one of the smaller plots still owned by the city. Construction began last September, and despite several warnings, the building office has not managed to stop the construction so far. Therefore, the office personally delivered an enforcement order to the management of D+D Park Pardubice, based on which they can forcibly interrupt the construction, for example, with police assistance. Only then did the company promise to cease work and await a supplementary building permit.
    According to Mladá fronta Dnes, a luxurious villa of businessman Miloš Holeček recently arose in Pardubice on Na Ležánkách street without a permit. It is being constructed in violation of the zoning plan, which designated the area for recreational purposes. The building office of the first municipal district has already issued a removal decision for the construction.
