Pardubice - The construction of the giant logistics center Zelená louka by the company D + D Real in the Pardubice area continues without a building permit. At Tuesday's meeting, the councilors decided that they would not lease municipal land to the investor if the illegal construction is not stopped. The company's director, Petr Dědek, hopes that he will still manage to negotiate with the city, he told reporters today.
"I do not know the council's resolution, so it is difficult for me to respond to it. As an entrepreneur, I am prepared for every option. But we hope that we will find a solution on how to complete the construction," Dědek stated. The city invited the company three times in June to immediately stop the construction. According to the law, officials from the building authority are supposed to arrive with police and physically prevent the construction. The company is to submit a request for a supplementary building permit by the end of July.
"If we did not get into a time squeeze and did not have to start, we would not start. We were before the decision to initiate construction and thus get into a situation of violating the law or the possibility of the project's failure," Dědek said.
The company D + D Real has been constructing a logistics center for DB Schenker since last September. According to Dědek, it is quite possible that due to difficulties the investor will withdraw from the project. The statement from the director of DB Schenker, Tomáš Holomoucký, could not be obtained by ČTK because he is on vacation. Dědek's company has already invested hundreds of millions of crowns in Pardubice. The entire project will cost 800 million crowns.
"Currently, proceedings are underway for the removal of the construction, and he (Petr Dědek) has been given the opportunity to apply for a supplementary building permit. Without stopping the construction, the permit will not be issued to him," said Mayor Jaroslav Deml.
Part of the construction is also the completion of the intersection on road I/36, as the area cannot handle the influx of cars. However, highway engineers are preparing the territorial proceedings, but it is likely that next year there will be no funds for the construction, which prolongs the completion deadlines of the logistics center, scheduled for 2011. The investor originally anticipated completing two halls this year, one by the end of August. The condition for the other three halls is the completion of the intersection.
"The Directorate of Roads and Highways does not think they will have resources next year to complete the intersection. The Pardubice branch has other priorities, for example, the intersection on road I/37 near Parama," Deml said.
The construction of the logistics center was ceremonially launched by politicians and representatives of the investor last October. Before Christmas, the company D + D Real submitted the first application for a zoning decision, which it still does not have. If it obtains a supplementary building permit, it will not need to apply for a zoning decision anymore.
