Plzeň - The Plzeň Region wants to announce a tender for the contractor for its largest construction project to date, worth between 2 to 2.5 billion crowns, in the first half of next year. This involves the reconstruction of the dilapidated former municipal baths building in Plzeň, including the construction of a new building for the West Bohemian Gallery (ZČG). It should be completed within three years after the contractor is selected, said Martin Záhoř (ANO), Deputy Governor, to ČTK.
The reconstruction of the protected baths building from 1932, which the region purchased in 2022, is being designed by the architectural studio of Eva Heyworth. The region has a building permit for plans that were once developed by the Plzeň architect Jan Soukup; however, those did not account for the construction of the ZČG and the halls.
"A request for a change to the building project has been submitted to the building office, and it is now called a change of intent," Záhoř said. The region expects to receive approval by mid-year. "In the meantime, the Cultural Center of the Plzeň Region, s.r.o. is preparing the execution documentation for the construction, the bill of quantities, and other matters. And there will still need to be a competition for the technical security of the buildings (TZB)," he added.
According to the Councilor for Economy Pavel Strolený (ANO), this year, 140 million crowns have been allocated in the budget for the baths for projects and part of the demolition work that began last year. "Most of the money will not be spent and will be carried over to the next year," he stated. The region plans to take out a loan for the expensive construction. "However, we will only announce the tender for it once we know the timeline for its realization and once we know the costs according to the project," he stated.
The region should know the construction costs by the end of this year so that they can be included in the budget for 2026 and the following years. "The rough professional estimate still ranges from two to 2.5 billion crowns, but it could also be 1.8 billion crowns," Záhoř noted.
The opposition disagrees with the renovation of the baths. They advocated for the construction of a new gallery in the center of Plzeň at U Zvonu, which had a building permit, land, and a promise of a smaller state subsidy. According to ODS and TOP 09, it would be more representative and cheaper. Together with dozens of architects and their professional chamber, they also criticize that the region did not announce an architectural competition for the baths, where a representative gallery is intended to be, and directly assigned the project.
