Liberec – Liberec wants to build a parking garage at the so-called Papírák in the lower city center from contributions from developers who will be building residential buildings in this area. The amount will depend on how many apartments and of what size are built. The basic rate for one parking space will be, according to the deputy mayor of Liberec, Jiří Janďourek, 850,000 crowns.


"This means that someone who builds ten apartments, to simplify it very much, will need eight parking spaces," said the deputy, who is in charge of architecture, public space, and traffic constructions in Liberec.

The Papírák area, which is also referred to as Papírové náměstí, is located between Soukenný náměstí and the elementary school on Barvířská Street. It is among the most neglected places in the center of the hundred-thousand city. There are multiple owners of the land in this area, with the city owning the most. It owns approximately 10,000 m².

The ambition of the city hall is to transform this area into a creative and residential neighborhood. Part of the plan also includes limiting parking in this area. Therefore, the city hall wants to build a parking garage for 300 to 400 cars on its edge. Janďourek anticipates that the project preparation will take them until 2028 and then they will build the parking garage in phases. "The first floor could be built in 2030," he added.

According to him, the contribution for developers will be mandatory. The city will also have to cover it, as it is planning several residential projects in this area. "The conditions must be completely the same for everyone," said Janďourek. The city hall is currently looking for designers to prepare the documentation for the construction of seven buildings with approximately 150 apartments.

The deputy mayor of Liberec for urban planning, property, and sports, Adam Lenert, also pointed out that contributions for the construction of the parking garage for developers do not mean that they will automatically have reserved parking spaces for the cars of the residents of their apartments. "A price list will be established and they will have to apply for it just like anyone else, but they will have some preferential rights," Lenert said.
