Pardubice – The development company Black Bird Real Estate is preparing an extensive project for the construction of apartments in Pardubice. In the first two phases, it plans to build a total of 1260 apartments. The plan for massive construction in the S.K. Neumann area in the former military railway site was previously rejected by the city commission for architecture and urbanism, but the city leadership agreed with the submitted land use study.


According to the announcement on the impact of the project on the environment (EIA), the investor intends to build a total of eight apartment buildings on an area of more than 8.5 hectares, along with 2465 parking spaces. The height of the residential buildings is to gradually decrease towards the nearby natural area of Červeňák to the east. The apartments will complement ground floor spaces for civic amenities, which could be used for a kindergarten, small services, and healthcare, restaurant, or fitness facilities. There are also plans for special spaces for senior housing requiring healthcare.

In the first phase, two apartment buildings are to be constructed in the northernmost part of the area. The second phase, with six buildings, is tied to the construction of the city’s southeastern bypass. This part of the construction is expected to be completed by 2023.

In the past, the commission for urbanism and architecture unanimously rejected the project. It particularly objected to the high proportion of built-up area of the land and the inadequate traffic connection to the existing streets.
