Students of TUL proposed the redevelopment of Perštýn

The original winning designs of students from the Faculty of Arts and Architecture of the Technical University of Liberec for solving the area in Liberec's Perštýn were presented today by ECE Projektmanagement Praha s.r.o. in the studio FUA TUL.


The first prize, associated with a financial reward of 60,000 CZK, was awarded to fifth-year FA VUT student Iveta Doležalová, who was on an exchange semester internship at FUA TUL. According to Professor Jiří Suchomel, her design logically best connected to the character of the site and met the condition of feasibility while presenting an original solution. "I didn't like the idea of building on the northern slope - it's not very pleasant for living. So I created a sort of barrier and simply turned the slope around. Thus, the construction would take place on the southern slope," Iveta explained her proposal, expressing her intention to focus on the housing sector after graduating. “It's difficult, but anything related to housing holds a lot of potential. I'm very interested in that,” Iveta said.


The design competition titled Liberec – Perštýn – new use of the building land was announced by ECE Projektmanagement Praha s.r.o. in collaboration with the Faculty of Arts and Architecture TUL, aiming to propose a building or a set of buildings without further specification or other use of the given area, regardless of the existing zoning plan. “We want to obtain the most suitable design solution for this area,” stated Josef Tobek, the managing director of ECE Projektmanagement Praha s.r.o. earlier.


According to the Deputy Dean of FUA TUL Jiří Suchomel, the competition's task was very interesting and the students handled it very well. The jury selected seven finalists from the original 15 proposals, and then awarded the three best designs. “The competition results could be a welcome contribution to the use of the site, whose fate will likely be discussed for a long time to come," stated Professor Suchomel.


The second prize, associated with a financial reward of 30,000 CZK, was awarded by the jury to Jiří Němeček, who is currently on an internship in Paris and therefore did not participate in today's evaluation. According to Suchomel, his proposal sensitively connects to the current structure of the city and respects its current character.


The third prize and a reward of 15,000 CZK went to Pavel Deržmíšek from FA VUT, who proposed an original but according to Suchomel, only difficult-to-achieve project. “I perceive the hole in Perštýn as a scar inflicted on the city. Therefore, I proposed to fill the pit and build streets in the created 'cracks' that would form new streets. In them, I would place student dormitories, sports facilities, and parking spaces. A park would be created above. It would be two worlds, which, while they wouldn’t completely heal the scar of the city, would enhance its culture,” proposed Pavel Deržmíšek.


In Liberec's Perštýn, for which the competition was held for the Liberec faculty, ECE was addressing the project for a shopping and community center, the Gallery Liberec. The proposal included implementing approximately 33,000 square meters of retail space and 850 parking spaces in the building. The project also planned to create approximately 13,000 m² of residential space. Based on the permission for rough terrain modifications, the relevant earthworks had already been carried out. However, ECE Projektmanagement Praha s.r.o. did not obtain the necessary building permits for the center and had to withdraw from the realization of its intention. The German developer believes that illegal actions by Czech authorities and politicians during its approval blocked the construction of the shopping center. ECE no longer intends to build in Perštýn as it focuses on the construction of shopping centers and is considering selling the land. "However, the student proposals indicate possible new uses for this location,” said Josef Tobek in June. According to him, projects should build on what the city already offers and suitably complement it.
The Faculty of Arts and Architecture of the Technical University of Liberec welcomes such competitions. According to Jiří Suchomel, it is good that the number of such competitions for students is increasing. "In recent years, there have been about two a year,” said Suchomel. In the past, students from FUA TUL have designed, for example, a new hotel by the Souš reservoir in the Jizera Mountains, a lookout tower intended to be built near Osečná in Liberec, a Roman Catholic church in Hradec Králové, the reconstruction of the square in Nové Město pod Smrkem, the revitalization of the prison in Uherské Hradiště, or a memorial for Holocaust victims, etc.
