When Liberec is mentioned, most people first recall the Babylon Center and then Ještěd. Few would say it is a beautiful city. Among the interesting buildings, it is always the soloists. The most prominent and best one towers over the city, but it stands alone and does not form a city... Neither do other soloists of distinct architecture in the center of Liberec create a generous city like Hradec Králové. The reason is the distinct and diverse terrain. This very terrain gives character to this city. That is why one cannot behave in Liberec as in Hradec, and planning must be more sophisticated. Mere architecture does not have a free hand; the original nature with its terrain morphology comes into play.
Proposal for the city.
Connection.
The light motif of the proposal is the connection of the lower center of Liberec with Šibeniční vrch, which has the potential to become the highest place in the city (spiritually). It is located right next to the well-known crematorium with a bleak cemetery. This area (from which the city can be beautifully observed with a 360-degree view) has the potential to become a place of peace and rest. THAT IS WHY there is an opening left for permeability upwards. I am looking for a long-term, sustainable, and gradual solution for the renewal of the area, not a BAND-AID for another COARSE intervention in the city center. The 19th century brought fundamental interventions to this city, which I truly do not want to deepen the scale of the chasm between individual architectures of the city but harmonize the image of the city into an understandable whole. I am trying to create this whole even in this central part of the city.
Environment.
The solution is to bring a long-term support that creates the potential for gradual development in these turbulent and uncertain times. The crisis provides space for thinking about how to move forward, how to do it DIFFERENTLY. The crisis brings the opportunity to reassess existing megalomaniacal intentions and begin to behave responsibly towards the area we share. The area in question must NOT become a private oasis of calm but must be as permeable as possible. My proposal is highly urban and fits into the overall structure of the city. IN THIS PLACE, I AM CREATING an original LOCATION THAT IS LACKING IN LIBEREC. Moreover, a DISTRICT or LOCATION is the basic BUILDING UNIT of the city. A cozy little spot, a small pit.
Architectural solution.
CREATING A SPACE WITH PARTS ...
NOT TO PATCH OR FENCE THE HOLE BUT TO INHABIT IT.
Liberec is one big residential district! Therefore, 80-90% of the proposal is housing.
The architecture inhabiting the hole differs depending on the place where it mostly occurs on the outskirts. The most prominent in terms of volume from the proposal are three tower residential buildings that seem to have sailed into the hole. The street Na Perštýně, which circles the pit from the left side, is completed both by the ends of the tower buildings and by several standalone smaller apartment buildings integrated into the street front. In this way, I restore the lost character of this historical route into Liberec. Furthermore, two blocks are built towards the city, the smaller one being an atrium gallery, and the larger one is a multifunctional building with a tower – a hotel. They create a kind of filter that shields the lower center from this locality. It is assumed that the busy road will be buried underground, which will allow direct connection to Fügnerova street and calm the area, possibly creating a new central space for the lower center. The right part of the hole (from the city’s perspective) is bordered by a bridge with suspended boxes for leisure activities. The bridge is for pedestrians and rises to a small square with several pubs overlooking the lake. The right bank of the pit beyond the bridge is built up with block buildings creating a more enclosed environment for the little side. Up the stairs via the little side's alleys, one reaches the cemetery at the crematorium, which, for some unknown reason, turns its back to the city. (Most likely designed again as a soloist without context!)
Phased implementation.
The proposal anticipates gradual implementation (per partes), that is, by individual buildings, totaling 4 phases going from the multifunctional building in a clockwise direction from the city. Individual houses or their ensembles would be proposed by different architects, as indicated in the proposal.
SUMMARY: HIGHLY CONTEXTUAL PROPOSAL THAT UNDERSTANDS THE OVERALL IMAGE OF THE CITY.
It may seem that this proposal is not a significant architectural expression which will clearly be evaluated in the context of the competition. However, the competition is an ideas competition, and within the realm of ideas, my proposal transcends mere architecture and strives to view the problem of the Liberec pit as a complex fusion of problems of this city. The real solution for the pit lies in its refined connection with the city. More than a city, Liberec is a conglomerate of different environments, or more precisely, a connection of diverse fragments. How to connect these parts is a primary problem. Liberec is the most disconnected city that I know. Its morphology has no parallel in any other regional city in Bohemia or Moravia.
AND IN CONCLUSION: THE CITY IS NOT BUSINESS!
