Prague - Public administration will have to present more detailed and better-prepared tender documentation when announcing construction contracts starting from September 1. The state promises, among other things, more accurate prices in the bids. This is mandated by one of three decrees related to the public procurement law that will come into effect in September. This was stated today by Minister for Regional Development Kamil Jankovský at a press conference.

The decrees pertain to an amendment to the public procurement law, which has been in effect since April 1. The Ministry for Regional Development (MMR) faced criticism due to the delays in the decrees. According to the minister, the work was delayed due to a reworking of the text of the decrees at the request of the Legislative Council of the Government.
"MMR wanted to establish a certain standard of contractual conditions for construction work through the decree. This effort was not fulfilled, as the legislative council prioritized the contractual freedom of the parties over setting conditions specified by the decree," stated Jankovský.
The government expects the amendment to the public procurement law to reduce corruption and ensure more transparent spending of taxpayers' money. Winning companies will now, for example, have to disclose subcontractors who receive more than ten percent of the contract price. The amendment also abolished so-called raffles, and tailored selection procedures for specific companies are to be eliminated.
