This is provided for in the amendment to the building law submitted in the Chamber by the representatives of the Mayors and Independents (STAN). This should speed up the construction process. Last year's amendment to the building law transferred the assessment to the authorities with extended powers, and some of them have complained that they are overwhelmed by this. "The construction of family houses and the drawdown of subsidies for municipalities are at risk, as they cannot process building permits in time," said Věra Kovářová, a co-sponsor of the proposal and a STAN MP, to ČTK. According to her, the authorities with extended powers also have a problem finding suitable employees for this agenda. According to the STAN proposal, the assessment would return to the building authorities, which can also be established by lower-tier municipalities.
For example, Černošice near Prague informed its citizens on its website that the deadlines for issuing assessments are around 50 weeks. According to the local mayor, Filip Kořínek, it is also difficult to find new officials for this agenda. "The situation is so desperate that we are even asking the clients themselves for recommendations of potential candidates," the mayor wrote to the citizens. In the administrative district of his city, 14 authorities lost their agenda due to the change in the building law, which was transferred to Černošice.
The government stated in the explanatory report for last year's amendment to the building law that the territory is unique and the placement of buildings within it must be coordinated. It also mentioned that the employees of the spatial planning authorities must undergo special qualification exams and that their offices have all the necessary professional documentation.
The proposal from the STAN MPs will first be considered by the government. It has 30 days to provide an opinion. Regardless of it, the MPs will receive it for discussion.
