The city council had already previously set the requirement for parking, but had not specified whether it should be underground or above ground, said Deputy Mayor Petr Rund to ČTK. The city hall plans to announce a tender by the end of the year and find an interested party to develop the land, which totals over 5,100 square meters. The city expects that the winner of the tender will initially rent the land; once they construct and obtain approval for the building, the city will sell the land to them. According to a calculation from 2009, the price per square meter is from 16,000 crowns, said Rund. Among other things, the city's regulatory conditions stipulate that a four-story building should be constructed on the site to blend in with the surrounding buildings. The conditions also regulate traffic solutions, entrances and exits, and the building's functions. "The use can be commercial, services, and housing, as long as it is technically feasible and complies with health regulations. It depends on the investor how they will handle it within the frameworks established by the city,” Rund stated. The conditions also specify the placement of an artistic piece, which is to commemorate the historical memory of the site. The area is designated in the city's conceptual materials as a place for capacity parking for the center. Currently, there is surface parking on the undeveloped land. The councilors hope that by building an underground parking facility with hundreds of spaces, traffic will be calmed and cars will be kept as far away as possible from the historic core of the city. The new building is logically meant to complete the street line. The barracks of the historic 35th Regiment stood in the center of Plzeň since 1826 and were demolished in 1969.
