Ostrava - Representatives of the city and the district of Mariánské Hory and Hulváky will address the current situation and the possible future of the former mining colony Bedřiška. They will meet on March 19 with experts and residents of the settlement at a planning workshop organized by the Fiducia association. Ilona Rozehnalová said this to reporters today on behalf of the organizers.
Bedřiška has been a long-term source of disputes in the city. The district office of Mariánské Hory and Hulváky does not want to take care of the houses in the settlement due to their condition. According to them, they are beyond their useful life and the costs of repairs are high. The district intends to evict tenants and leave the area as a strategic land reserve. They are offering alternative accommodation to residents. Inhabitants state that the Finnish houses in the settlement are not in such bad condition. Opponents of the demolition argue that the colony is an example of unique community work, where a socially weak area has been transformed into a functioning neighborhood and serves as an example of harmonious coexistence between the Roma community and the majority society.
"In the current discussion about Bedřiška, various opinions and information are emerging. The planning workshop should bring everyone to the same table, which has not happened so far, and discuss all possible options," Rozehnalová stated.
Today, she also spoke at the municipal council meeting, where she urged councilors to approve four points. She wanted the municipal district to consider the outcomes of the planning workshop in its future decisions and also requested that the district actively participate in this event. Furthermore, she sought to ensure that the district does not take irreversible steps in the area until the evaluation of this workshop is completed and also requested the cancellation of the termination of the N.O.B.L association, which is responsible for the operation of the local community center. The final demand was a declaration that the city will act in accordance with the law in its future steps.
The councilors eventually approved the points related to the planning workshop and the declaration of lawful procedures; the other two proposals did not have sufficient support. "Honestly, I did not expect the entire resolution to be approved. I am glad for some progress," Rozehnalová said.
Last year, the district demolished five houses in Bedřiška. Their demolition was approved by the Vítkovice building authority. The Ostrava city hall, which was approached by the spokesperson for the residents, Eva Lehotská, determined that the demolition was granted in violation of legal regulations and based on insufficient documentation from the district. The district defends itself by stating that it did not act illegally, but based on a valid decision from the building authority.
"The decision of the Ostrava City Hall relates to the procedural conduct of the building permit process, not the substantive legitimacy of the demolition. The City Hall annulled the decision of the building authority due to procedural and documentary deficiencies, but explicitly states that the removal of the houses has already occurred, the annulment of the decision has no retroactive effect, and does not produce any real legal or factual consequences," stated the mayor of the district, Patrik Hujdus (Mayors for Ostrava).
Spokesperson for the Vítkovice city hall, Lenka Gulašiová, claims that the Vítkovice building authority has become a "scapegoat" in the Bedřiška case. "The decision of the building authority was made in good faith and based on the request of the sole owner of the property and land, which is the municipal district of Mariánské Hory and Hulváky. The building authority always relies on the materials presented by the applicant and the design documentation certified with the designer's authorization stamp, that is, by a responsible authorized person. This was also the case here," Gulašiová stated.
