Olomouc - The regulatory plan for the center of Prostějov, which includes the planned construction of a shopping complex, will be prepared by the municipality in Olomouc instead of Prostějov officials due to their potential bias. This was decided by the Olomouc regional office. This is based on documents available to ČTK. The planned construction of the shopping center has sparked a conflict among Prostějov politicians and is being closely monitored by the public. The project for the center, Galerie Prostějov, is backed by entrepreneur Richard Morávek, who prepared the construction of the Šantovka commercial complex in Olomouc. Regarding the risk of bias among Prostějov officials, the secretary of the local municipality, Lubomír Baláš, alerted the Olomouc regional authority in a letter. According to him, the previous city council approved the Galerie Prostějov shopping center project, and now the council members want to reopen this sensitive topic. "Moreover, the proposal has become the subject of a media campaign that preceded the administrative proceedings in this matter and accompanies them," states the regional office's report, according to which the regulatory plan proceedings may be influenced at the Prostějov municipality. Therefore, last week the regional office commissioned the Olomouc city hall to create the regulatory plan for the center of Prostějov, which is meant to replace the territorial decision for the Galerie Prostějov project. "It is factually competent, capable of discussing the issue, and its administrative district borders the Prostějov city magistrate's district," said Hana Mazurová, head of the department for urban planning and building regulations at the Olomouc regional office. The Galerie Prostějov complex, which is being developed by Manthellan, is to be built near the main Prostějov square T.G. Masaryk, between Wolkerova, Komenského, and Křížkovského streets. The construction site covers an area of 16,000 square meters. Galerie Prostějov is designed as a five-story building, two of which will be below ground. The Prostějov city hall, according to earlier statements from the opposition, acted unlawfully when it sent a notification about this business project to the regional office, which should have been done by the investor. The opposition also objects that the city council did not discuss Manthellan's proposal and that residents had little time to express their opinions on the project. Deputy Mayor of Prostějov Jiří Pospíšil (ODS) claims that the municipality did not violate the law. According to him, the Prostějov building authority only submitted a request to the Olomouc regional office for an assessment of the regulatory plan for the city center, which included the shopping center project.
