Prague - The Ministry of Labour and Social Affairs has compiled a list of 15 proposals to address the situation of people in distress in so-called excluded localities. The proposals for measures came from individual ministries. The list includes:

1) Regulating the rental of multiple apartments through a business license

2) Establishing hygiene standards for apartments

3) Introducing the obligation of permanent residence in the municipality where a person lives

4) Repairs and purchase of devastated houses

5) Completing price maps which will be used to determine the usual rent in the area

6) Changes to benefits - merging housing allowance and housing supplement, setting a cap for benefits according to price maps, narrowing the circle of cohabiting persons in the household

7) The Labour Office could provide data on disbursed benefits and social work to municipalities

8) Personnel strengthening of labour offices, police, and schools in ghettos

9) Amend the law to define what transitional housing is and what function it serves

10) Possibility of debt relief for people in debt traps without setting a minimum repayment limit

11) Linking the receipt of benefits to children's school attendance and social work

12) Changing the obligation of school attendance - without limiting by age, but for example until the completion of education and obtaining a vocational certificate

13) Strengthening social work and prevention

14) Getting all capable to work - changing public works and allowing long-term use

15) Ensuring enforceability of law and adherence to neighborly coexistence rules
