UYO architects s.r.o.: General Financial Directorate comprehensive reconstruction of the Trávníčkova area, 2020 (1st place in the architectural competition)
Prague – The Ministry of Finance proposes the reconstruction of the Brno military storage complex Trávníčkova for the needs of the financial administration and the completion of the area of the regional office in Brno to be carried out in a reduced variant, which does not include the extension of the tax office building on Příkop street. The proposed variant would cost approximately 615 million crowns, whereas the comprehensive solution is currently estimated by the MF at nearly one billion crowns. This follows from a document that the government will discuss on Monday. ČTK has the document available.
The aim of the entire comprehensive project is to relocate financial administration officials from other Brno and surrounding locations. The financial administration offices are spread across several locations in Brno, and many of them are in commercial leases. The original plans accounted for the overall adaptation of the Trávníčkova area, the extension of a yard building to the building on Příkop street, and the addition of one floor. The document pointed out that in connection with the clarification of the project, the development of prices in construction, or increased demands for energy efficiency of buildings, the estimated cost has risen from 667 million crowns to 984 million crowns. The administration thus presented a so-called reduced variant.
"In connection with the current situation and the expected state budget deficit, when all organizational units of the state are forced to take austerity measures in order to achieve maximum savings of state budget funds, a proposal for a reduced variant is presented, which, however, does not address the comprehensive intention but only addresses the units located in lease, whereby only the reconstruction of the Trávníčkova area and the addition and insulation of the existing building at Příkop no. 819/25 would be implemented. The reduced variant does not anticipate the realization of the extension of a yard building to the building at Příkop no. 819/25. This reduced intention is estimated at 615 million crowns including VAT," states the document.
The General Financial Directorate took over the Brno Trávníčkova complex from the Ministry of Defense in March 2018. The investment was included in the National Investment Plan in October 2019 with a planned completion date in 2023. Subsequently, an open architectural competition was held, followed by a negotiation procedure without publication for the general contractor of the project works. However, it was interrupted before the government discusses this document. The first feasibility study and cost estimate were carried out by the administration in 2015.
