Prague - Investors in residential construction should not be required to pay a fee to the state for the exclusion of plots from the agricultural land fund if urban plans allow for residential construction on them. This was proposed by MPs from the opposition parties TOP 09 and Mayors in an amendment to the law on the protection of agricultural land. According to the proposal, regions and municipalities would also be exempt from these fees when constructing roads, and public benefit buildings, such as schools or playgrounds, would also be exempted.

    For residential buildings, according to the proposal, there would not be a need for an official approval for the exclusion of land from the land fund, which would facilitate the construction of family houses according to the proponents. MP Věra Kovářová from TOP 09 and Mayors pointed out that the fee for exclusion from the fund could reach up to 1500 crowns per m² and could thus exceed the price per square meter of the plot. "For many young families, this is a huge complication, as they cannot take a mortgage for this amount," she stated.
    The amount of approximately 1500 crowns per m² refers, according to earlier information, mainly to the most fertile soil in protected areas. Elsewhere, the fee is significantly lower. It is only paid on the built-up area. Under the current wording of the law, residential buildings and public benefit buildings that arise in gaps of up to half a hectare are exempt from the consent and the fee.
    Regarding the construction of road communications, the state currently does not collect fees for the exclusion of land from the agricultural land fund. According to the new proposal from TOP 09 and Mayors, regions and municipalities would also be exempted, thereby removing the current discriminatory regulation, according to the authors. Public benefit buildings would further be exempt from fees if they were built on areas designated for construction.
    The proposal will now be submitted to the government for consideration. Lawmakers will decide on it.
