Prague - When building scientific centers co-financed by the European Union, up to a billion crowns could be saved, as construction work is becoming cheaper. Jan Kříž, who manages the European program Research and Development for Innovation at the Ministry of Education, told ČTK. Scientific projects are funded from this program. Researchers can use part of the saved money for other purposes. However, large projects are otherwise often accompanied by problems, with construction delays.
    
"I think that it could easily save up to a billion from those two billions," Kříž stated, adding that savings on construction are between 20 and 30 percent for all projects. The lower prices can be attributed to the decline in the construction industry in recent years. According to a study by CEEC Research from September of this year, for example, companies preparing construction projects often compete for contracts with dumping prices.
     Scientists can transfer 30 percent of the total savings to other activities, Kříž said. "Seventy percent goes back to the operational program, which is used for other projects," he added.
     For example, hundreds of millions of crowns can remain when building large scientific centers. The money can then be used by scientists, for instance, to purchase more modern equipment than originally planned. When a project with certain parameters was approved in 2009, the necessary technology has significantly advanced since then.
     However, the construction of large centers is otherwise faced with problems; for instance, the construction of the superlaser ELI for seven billion crowns is delayed. The tender for the construction of the biotechnology and biomedical center Biocev, which is to receive 2.3 billion crowns from the EU, has not even been announced yet. According to European regulations, all projects should be completed by 2015. Kříž has already admitted that in the case of Biocev, the ministry might worst-case scenario withdraw from the project.
