Pirates will propose electronic management of construction logs

Prague - The Pirate Party deputies will present a proposal next week that would require building logs in electronic form for constructions arising under the public procurement law in the future. The amendment, which would legalize this requirement, has the support of KDU-ČSL, STAN, and some deputies from ANO and SPD. The Pirates pointed out that construction contracts account for approximately 15 percent of all public spending.


A building log is a written record of the course of construction, which should contain information about the people working on the construction site, weather conditions, performed work, and material supplies. It should be accessible on the construction site to all authorized persons, records must be made continuously every day, and empty spaces cannot be omitted.

Deputy Ondřej Polanský (Pirates) pointed out that in practice, it is usually different. "Standard violations that occur today primarily involve skipping empty spaces for later entries, backdating, transcriptions, and maintaining multiple logs. Unfortunately, there is no tool to correct this," he stated. Last year, according to the Pirates, 220 billion crowns were directed to public construction.

According to the Pirates, electronic logging would have practically zero costs but would allow for adding visual attachments, automatic availability, and remote access. The Pirates expect the logs to enhance the efficiency, speed, and centralization of construction work inspections. "In the past, there have been several cases where, during an accident, the building log mysteriously disappeared, and the investor - the state - found themselves in a dead end, unable to claim the work or go to court," Polanský added.
