The principles will be effective from the time when a coordinator takes office, who will be responsible for business projects. Pardubice drew inspiration from other cities; in addition to coordinating and monitoring business projects, investors can make a contribution to the city, which the city hall can use for accompanying infrastructure.
According to experiences from other cities, investor contributions bring city halls millions of crowns annually. The principles are voluntary; entrepreneurs are not required to collaborate with the coordinator and can submit their projects to the authorities in the usual manner, the proposers added. "It opens up a very good space for voluntary cooperation with investors," said deputy mayor Jakub Rychtecký (ČSSD).
According to the proposers, the document aims to establish non-discriminatory and transparent conditions and accelerate construction. Through these principles, the city wants to protect public interests and ensure that people have the necessary infrastructure in the case of larger constructions, so that, for example, new housing projects do not lack kindergartens and schools.
Principles of cooperation between municipalities and investors are already functioning in several Czech cities, such as in Mnichovo Hradiště, Tábor, Český Brod, and some districts of Prague.
