OSTRAVA - The city of Ostrava does not plan to sell land at the former Karolina coking plant in the city center, but is considering announcing a public competition for revitalizing the entire area. The city hall is now preparing an investor competition for the best land usage project, said Cyril Vltavský, the city’s chief architect, to ČTK.

According to him, the city council will decide on the intention on November 30. Several companies have already expressed interest in the more than 30-hectare Karolina site, which has undergone decontamination costing nearly two billion koruna.
"The city is considering finding an investor who will offer the best functional use of the entire area at once. This solution is better for the city than selling individual plots, as that would require someone to coordinate it," Vltavský said.
The city of Ostrava owns most of the land in Karolina. In recent days, the Czech development firm Passerinvest and ING Real Estate from the Dutch financial group ING Group presented their project for revitalizing the area, and the Budapest-based company TriGránit Development Corporation has also shown interest. Only the German company ECE is pursuing the construction of a shopping center in Karolina, seeking to join forces with Passerinvest for a potential tender. Alongside the shopping center, offices, apartments, a park, and places for social and cultural activities are also planned for Karolina.
According to its managing director, Josef Sobek, ECE was the first to become interested in Karolina six years ago. The company intends to invest approximately three billion koruna in Ostrava. On an area of 20,000 square meters, it plans to build a two-story shopping gallery with approximately 130 stores and two levels of parking spaces on the roof. The German family-owned company ECE has so far introduced itself in the Czech Republic with the construction of the Vaňkovka shopping center in Brno.
