2. Subject and purpose of the competition

2.1. Subject of the competition
The subject of the competition is the processing of a comprehensive urban-architectural design revitalization of "suburban landscape" in Třešť.
2.1.1. Definition of the area addressed: The area addressed is the housing estate in the city center, including the border buildings of the area of interest, which is the urban commercial zone along Revoluční Street. The area is bounded by Revoluční, Franz Kafka, K. H. Mácha, Božena Němcová, Kosmákova, Fialkova Streets, the railway line along Jungmannova Street, and Nerudova Street. The part adjacent to the city center is located in the area of the heritage zone. This part complements, but does not alter, the character of the heritage zone.
2.1.2. The solution will include an analytical part that will assess the potential for future development. It will evaluate the current value of urban structures, the quality of existing buildings, transport and operational characteristics. Last but not least, a framework analysis of the state of vegetative elements in the addressed area will be carried out, assessing their potential in the landscape-urban context.
2.1.3. The solution of the area as a whole will include a proposal for the revitalization of "urban suburban landscape" in the following sub-contents:

• Proposal for urban concept,
• Proposal for architectural modifications, functional and operational solutions, including parking,
• Proposal for solutions for vegetative elements as one of the significant architectural substances of the addressed place,
• Proposal and placement of urban furniture (e.g. benches, information system, trash bins, bicycle racks) based on the type of existing furniture in the city center,
• Method of surface adjustments and their material specification,
• Placement and forms of public lighting,
• Placement of sports and children's play elements,
• Placement and solution of waste and recycling containers,
• Location of a sports field with a surface (artificial grass 40 x 20 m)

2.1.4. The proposal will include:

• Better and more effective connection of the addressed area with the city's commercial zone,
• Proposal for the solution of the space by the cultural house,
• Better integration of sports areas by the primary school into the suburban landscape,
• A safer and higher quality concept of children's play areas, suitable use of greenery and furniture (max. two stands),
• Parking solutions for residents, barrier-free crossings, sidewalks, greenery,
• Proposal for the use of the space under the tracks (adaptation or demolition of the non-functional boiler house is not excluded), including potential completion
• Solution for a different placement of an artistic work, currently located at the local vocational school, either in the vicinity of the cultural house or behind the multipurpose building (behind the cinema).

2.1.5. Transport solution
In the area of the housing estate, parking for local residents will be resolved. Emphasis will also be placed on convenient and safe movement for pedestrians and cyclists, including proposals for furniture for cycling transport.

2.2. Purpose and mission of the competition
2.2.1. The purpose and mission of the competition is to find and reward the most suitable solution to the subject of the competition that meets the requirements of the organizer, contained in these competition conditions and competition documents.
2.2.2. Finding a new form of significant public spaces in the city center that better combines, than it does today, the function of housing in the housing estate in direct contact with the center with today's cultural, social, and commercial activities and creating a more representative place for living.

3. Type of competition and method of its announcement

3.1. Type of competition
3.1.1. According to the intention of the solution, the competition is announced as an ideational competition.
3.1.2. By subject of the solution, the competition is announced as an urban-architectural competition.
3.1.3. By the circle of participants, the competition is announced as public-anonymous.
3.1.4. By the number of announced rounds, the competition is announced as a single-round competition.

3.2. Method of announcing the competition
The competition will be announced in one nationwide daily newspaper, on the website of the Czech Chamber of Architects, city of Třešť, and also on the websites of Company Petra Parléře, o.p.s., www.archiweb.cz, and www.earchitekt.cz.

3.3. Requirements for the announcement and the announcement of the results of the competition
The results of the competition will be announced by the organizer to all participants by sending the competition protocol directly to them. After the final decision of the jury, the organizer will announce the results of the competition in a similar manner as the announcement of the competition itself.

3.4. Language of the competition
The competition is announced and will be conducted in the Czech language. All parts of the competition proposal must therefore be prepared in the Czech language.

4. Participants in the competition

4.1. Conditions of participation in the competition and required qualifications of participants
Individuals and legal entities may participate in the competition, or their associations, which meet the following additional conditions:
a) they did not participate in defining the subject of the competition and its announcement;
b) they are not ordinary members or substitutes of the jury, jury secretary, reviewer of competition proposals or invited experts to this competition;
c) they are not spouses, relatives, permanent project partners, immediate superiors or collaborators of persons who participated in the development of the subject of the competition and in its announcement, or of ordinary members or substitutes of the jury, secretary of the jury, reviewers of competition proposals or invited experts to this competition, if they are mentioned in the competition conditions; this requirement also applies to members of representative and administrative bodies.

5. Competition documents

5.1. Competition documents provided to participants
5.1.1. The competition documents are provided in digital form (texts in doc format, graphics in dwg, dxf, jpg, tif, pdf formats) and will be provided on a CD.
The recipient commits to use the provided data exclusively for the purpose of their participation in this architectural competition, not to release it to other interested parties, and to secure the data against misuse by third parties. By agreement, a change in the issued data format may occur.

5.2. Provision of competition documents
Competition documents can be sent by post on delivery or picked up in person by prior telephone agreement at 233 323 411 every Tuesday, Wednesday, or Thursday from 1:00 p.m. to 4:00 p.m., but no later than eight days before the proposal submission deadline, i.e., by May 27, 2008.

6. Required binding parts of the competition proposal, their content, binding graphic or other adjustments

6.1. Graphic part
6.1.1. The graphic part of the competition proposal will include six binding drawings in A1 landscape format:
a) A situational drawing of broader relations with a schematically drawn design solution at a scale of 1:1000.
b) The basic drawing, an architectural situation including a complete solution for the area with indications of spatial or functional layouts at a scale of 1:500.
c) The transport solution at a scale of 1:500.
d) Proposal for the space of Masaryk Square at a scale of 1:200, including the proposal for surface adjustments, urban public greenery, placement of urban furniture, and positioning of public lighting.
e) Proposal for the characterization of a representative space in the housing estate at a scale of 1:200, including the proposal of material surface adjustments, urban public greenery, typical use of urban furniture, and public lighting.
f) Free presentation of the proposal at the chosen scale and graphic performance divided into three parts - Barvířská, Nerudova, and cultural house.
6.1.2. In addition to the aforementioned binding drawings, one additional free drawing is allowed. The graphic part of the competition proposal will be submitted in one copy. The drawings will be submitted backed and unfolded. Black and white and color versions are allowed. The graphic part will also be provided on CD/DVD in jpg or gif format, 300 dpi.

6.2. Text part
6.2.1. The text part will necessarily include:
a) Evaluation of the area's development and its current condition.
b) Assessment of the functional and operational state of the area in terms of the use of buildings, especially their ground floors, and the organization of all types of transport.
c) Description of the principles of the area's solution in broader contexts.
d) A brief explanation and justification of the chosen basic principles of urban-architectural solutions and adjustments of the area, especially spatial arrangement, functional content, and urban relations in view of fulfilling the competition conditions.
e) Description of solutions for individual spaces.
f) Description of the proposal and arrangement of urban furniture, surface adjustments, and greenery adjustments.
6.2.2. The text part will be submitted in two printed copies in A4 format. Its length will not exceed four pages of text and will be marked as indicated in § 7.1 of these competition conditions.

6.3. Digital part
6.3.1. The participant will submit 1 × CD/DVD containing:
a) individual drawings of the graphic part in pdf format, texts in doc, images in jpg for possible publication of the competition proposal after the competition is concluded
b) text part in doc format and jpg for images (without using specific adjustments - caps lock, etc.)
6.3.2. The medium will be stored in a sealed envelope labeled "CD/DVD". The envelope will be marked as indicated in § 7.1 of these competition conditions.

6.4. Envelope labeled "Author"
6.4.1. The envelope will contain the following documents:
a) Details of the participant(s) in the competition: names, addresses, mutually agreed percentage share of the prize, bank account number, possibly telephone and fax numbers, e-mail addresses.
b) Contact person and address for communication with the competition secretary.
c) Names of collaborating persons, if not listed among the participants.
6.4.2. The envelope will be sealed, untampered with, and completely opaque, and will be marked as indicated in § 7.1 of these competition conditions.

7. Common provisions on binding requirements for the adjustment of the competition proposal

7.1. Binding marking of the proposal and its parts
7.1.1. All parts of the competition proposal mentioned in Article 6 of these competition conditions (panels, text part, "CD/DVD" envelope, and "Author") will be marked in the lower right corner with a frame of 3x3 cm, into which the secretary of the competition will indicate the identification number of the proposal.
7.1.2. All parts of the competition proposal mentioned in Article 6 of these competition conditions (graphic, text part, "CD/DVD" envelope, and "Author") will be marked in the lower left corner with a frame of 3x3 cm, into which the participant will place the number according to the list of appendices, which is part of the text portion.
7.1.3. All parts of the competition proposal mentioned in Article 6 of these competition conditions (graphic, text part, "CD/DVD," and "Author") will be marked at the bottom center with the text "Proposal for the solution of the revitalization of 'suburban landscape' in Třešť".

7.2. Conditions of anonymity of the competition proposal
7.2.1. Proposals will be presented anonymously. Therefore, no part of the competition proposal (with the exceptions expressly stated in these Competition Conditions) may contain a signature, logo, or other graphic mark that could lead to a breach of anonymity.
7.2.2. Due to the necessity to maintain the anonymity of the sender, all competition proposals sent by mail will list this unified address of the sender:

7.2.3. If the competition proposal is sent by mail or by other public transport from outside the Czech Republic, the participant will state, in order to maintain the anonymity of the sender, the name and address of the professional association in which they are registered according to the law of the sending country, or another public organization with which this procedure has been agreed.

7.3. Envelope of the proposal
All parts of the proposal (graphic part, report, "CD/DVD" envelope, "Author" envelope) will be placed in rigid covers in a sealed and untampered envelope labeled "Urban-architectural proposal for the revitalization of 'suburban landscape' in Třešť".

8. Method of submitting competition proposals

8.1. Acceptable methods of submission of competition proposals
8.1.1. Competition proposals can be submitted before the deadline on Tuesday, Wednesday, and Thursday from 1:00 p.m. to 4:00 p.m., after prior telephone agreement with the competition secretary (see 1.3) and on the final day of the submission deadline from 9:00 a.m. to 12:00 p.m. (see 12.4.). The place for submitting proposals delivered in person is the secretary's office of the Company Petra Parléře, o.p.s., Zavadilova 5, 160 00 Prague 6.
8.1.2. The place for submitting proposals by post or other public transport will be the secretary's office of the Company Petra Parléře, o.p.s., Zavadilova 5, 160 00 Prague 6. If the proposal is sent by post, participants are required, in their own interest, to ensure that their proposal is delivered within the established submission deadline.

8.2. Customs clearance of competition proposals
Customs clearance at the time of dispatch will be ensured and all related costs will be borne by the participant in the competition.

9. Evaluation criteria

9.1. Binding evaluation criteria
The binding criteria by which the competition proposals will be evaluated are established in order of significance as follows:

• Comprehensive architectural quality of the proposed solution
• Complexity and completeness of the solution
• Economy and financial reasonableness of the chosen solution

9.2. Reasons for exclusion from the competition
9.2.1. The jury will exclude from consideration all proposals that
a) do not meet the content requirements of the announcement,
b) do not comply with the formal requirements of these Competition Conditions,
c) are not received by the required deadline,
d) clearly indicate a breach of anonymity.
9.2.2. Participants acknowledge that all competition proposals that do not meet the prescribed formal conditions contained in these Competition Conditions are obliged to be excluded from proper evaluation by the competition jury in accordance with § 10 para. 6 of the Competition Rules of the Czech Chamber of Architects. Such proposals may only be assessed outside the competition and cannot be awarded.
9.2.3. The jury will exclude from consideration those parts of the competition proposal that were not requested by the competition conditions.

10.2. Experts
The competition jury may propose the appointment of experts during the competition only with the express permission of the organizer.

11. Prizes

11.1. Prizes
The 1st prize is set at 100,000 CZK
(in words: one hundred thousand Czech crowns),
the 2nd prize is set at 60,000 CZK
(in words: sixty thousand Czech crowns),
the 3rd prize is set at 40,000 CZK
(in words: forty thousand Czech crowns).

11.2. Conditions for a potential decision on a different distribution of prizes, or non-awarding of some prizes
Under the conditions set forth in § 10 para. 8 and § 12 para. 1 of the Czech Chamber of Architects Competition Rules, the competition jury may decide on a different distribution or non-awarding of prizes, or a different distribution, or non-awarding in full. This decision must be detailed in the Protocol on the course of the competition.

11.3. Tax obligations for prizes awarded in the competition
11.3.1. Prizes awarded in the competition to natural persons exceeding the amount of 10,000 CZK will be reduced by a 20 percent income tax, which will be paid by the organizer according to Act No. 337/1992 Coll., on tax administration, as amended, to the tax administrator.
11.3.2. Prizes awarded in the competition to legal entities will be paid in full and taxed by the legal entity itself in its regular tax return.

11.4. Deposit on compensation for costs associated with reproduction of materials provided by the organizer to participants
For the provision of competition documents, the applicant is required to pay a deposit of 500 CZK (in words: five hundred crowns). The amount is payable in cash against the delivery of materials or to the account of the Company Petra Parléře, o.p.s. at Raiffeisenbank, account no. 100 111 8160/5500 and will be refunded at the time of prize disbursement to all participants who submit a proposal fulfilling the competition conditions.

12. Key competition dates

Queries from participants will be submitted only in writing by mail to the address of the competition secretary or to his e-mail address: barbora.lukesova@cenapp.cz.
Queries can be submitted until April 21, 2008
The deadline for answering queries is May 11, 2008. The participant is responsible for ensuring that queries arrive within the specified deadline.

12.4. Date of submission of competition proposals by participants
The date of submission of competition proposals in person, by courier, or by mail is set for June 9, 2008 by 12:00 p.m. to the secretary of the Company Petra Parléře.

12.5. Date of the jury's evaluation meeting
The date of the jury's meeting to evaluate the competition proposals is preliminarily set for June 12, 2008. The exact date of the evaluation meeting will be set during the competition.

12.6. Deadline for announcing the results of the competition and for making the competition proposals available to participants for inspection
The deadline for announcing the results of the competition and for making the competition proposals available to participants for inspection is set for ten days from the jury's decision on the ranking and awarding of prizes.

12.7. Deadline for announcing the results of the competition
The deadline for announcing the results of the competition is set for fifteen days from the day of delivery of the last announcement of the result of the competition to the participants, unless any objections have been raised, or immediately after the statutory deadlines expire in the case of raised objections or proposals for the review of the organizer's actions.

12.8. Deadline for the payment of prizes
The deadline for the payment of prizes is set for one month from the announcement of the results of the competition.

12.9. Deadline for the public exhibition of competition proposals
The date for the start of the public exhibition of competition proposals is to be set no later than three months from the announcement of the results of the competition.

13. Resolution of disputes

13.1. Objections
13.1.1. Any participant in the competition may submit justified objections to the organizer within 15 days from the day of delivery of the announcement of the results regarding the formal procedures of the jury.
13.1.2. Objections are submitted by the participant (hereinafter referred to as the complainant) in writing and must state who is submitting them, which procedure of the jury or organizer the objections are directed against, what violation of the competition conditions is perceived, and what the complainant is seeking.
13.1.3. The organizer will review the submitted objections in full and within 10 days of receiving the objections will send the complainant written notice indicating whether the objections are upheld or not, along with the reasons. If the organizer upholds the objections, he will indicate in the decision the manner of redress and notify all participants of the competition.

13.2. Proposal to initiate proceedings to review the actions of the organizer
13.2.1. If the organizer does not uphold the objections, he will inform the complainant in writing of the possibility to submit a proposal to initiate proceedings to review the actions of the organizer with the Office for Protection of Competition within the timeframe specified by § 113 para. 3 of Act No. 137/2006 Coll.
13.2.2. In the event of proceedings to review the actions of the organizer by the Office for Protection of Competition, the complainant will proceed according to the provisions of § 113 and the following of Act No. 137/2006 Coll.

14. Clause on acceptance of competition conditions

14.1. Consent of the organizer, secretary, reviewer, jury members with the competition conditions
By participating in the competition, the organizer, the secretary of the competition, the reviewer, the jury members, and experts confirm that they have familiarized themselves with all the conditions of the competition, and commit to adhere to these Competition Conditions as a contract.

14.2. Consent of the participants with the competition conditions
By submitting competition proposals, participants express their consent to all conditions of the competition as contractual obligations and to the decisions of the competition jury made within their framework and in accordance with them.

14.3. Rights of the organizer
14.3.1. The organizer reserves the right to cancel this design competition without selection or ranking of the proposals. In the event of cancellation or retraction of the competition, the organizer shall provide reasonable compensation to the participants who fulfilled the conditions of the competition substantially or partially before its cancellation.

15. Clause on copyright and publication of competition proposals

15.1. Copyright of the participants
Authors of competition proposals may publish their competition proposals and may use them, except in cases mentioned in Article 15 para. 15.2., again in other cases.

15.2. Consent to the use of copyrighted work for the purposes of this competition
Awarded proposals become the property of the organizer of the competition. The authors of these proposals grant the organizer permission to use their copyrighted works for the purposes of this competition. The use of the copyrighted work for purposes other than those stated in these Competition Conditions, however, is subject to the express consent of the authors. Non-awarded proposals shall be stored in the organizer's archive and returned to the authors upon written request.

15.3. Consent of the participants to the exhibition of competition proposals
By submitting competition proposals, participants express their consent to the free reproduction and exhibition of their competition proposals within the promotion of the competition and its results.

15.4. Commitment of the organizer to arrange an exhibition of competition proposals
The organizer commits to arrange a public exhibition of all competition proposals within three months after the announcement of the results of the competition in the scope defined in these Competition Conditions.

15.5. Protocol on the course of the competition
15.5.1. The secretary will prepare a protocol from the meeting, or another person authorized by the chair of the jury. The protocol on the course of the competition and its accuracy will be verified by the chair or presiding person with their signature, and confirmed by the person taking the minutes.
15.5.2. The protocol on the course of the competition will contain records of the jury’s proceedings including voting, decisions on the exclusion of proposals from the competition, a list of all evaluated competition proposals, assessments of all competition proposals, decisions on the distribution of prizes and awards including justifications, and attendance lists from individual jury sessions. All regular members of the jury will confirm the protocol with their signature at the end.
15.5.3. Different opinions of members of the competition jury will be recorded in the Protocol on the course of the competition if these members explicitly request it.
15.5.4. A copy of the Protocol on the course of the competition will be accompanied by a cover letter from the organizer and sent to all participants in the competition (hand-delivered) and jointly to the Czech Chamber of Architects for their information.

16. Provisions on the legal regulations of the competition and approval of the competition conditions

16.1. Legal regulations under which the competition is held
The architectural competition was announced in accordance with the Competition Rules of the Czech Chamber of Architects dated April 24, 1993, as amended. The competition is announced and will be conducted in the Czech language and according to the legal regulations in force in the Czech Republic.

16.2. Approval of the Competition Conditions by members of the jury and the Czech Chamber of Architects
Before the announcement of the competition, the Competition Conditions were approved by all members of the jury at its inaugural meeting and by the Czech Chamber of Architects. Written documentation is available for inspection at the organizer's seat or with the jury secretary.

17. Approval of the competition conditions

These Competition Conditions have been discussed and approved by the jury at the inaugural meeting held on March 19, 2008. These Competition Conditions have been approved in final form by the organizer.
These Competition Conditions have been found to be regular and approved by the Czech Chamber of Architects
in a letter dated March 20, 2008, under ref. No. 542-2008.
