The redevelopment of the former territorial military administration complex arose from the city's need to address the unsatisfactory parking situation near the historic core of Kroměříž and UNESCO sites – Květné and Podzámecké Gardens. The complex, located at the corner of Havlíčkova and Velehradská Streets, serves as the first point of contact for many visitors to the city and functions as a kind of modern city gate. This is also referenced in the relief by Lukáš Veselý (Malujeme jinak), loosely inspired by the archbishop's gardens, situated in the entrance courtyard of the entire complex.

The complex consists of several buildings that lead into a granite-paved entrance piazzetta (courtyard), lined with a colonnade and complemented by a fountain with flowing water, a mature plane tree, and urban furniture.

The first of the buildings surrounding the courtyard was a two-story parking garage with 136 parking spaces. This was followed by a small single-story information center building with a café and public restroom, which closes the complex on the south side. The last building, completing the entire complex, is a renovated six-story former military barracks transformed into a residential building with municipal apartments (29 mostly small residential units intended for key professions). Today, the municipal police are housed on the ground floor and basement of the building.
