The public in Olomouc was informed at the beginning of this December through the media about the intention to relocate the branch of Czech Post s.p. located at Republic Square in Olomouc to Galerie Šantovka. A group of users of the post office branch at Republic Square thus decided to address Czech Post s.p. with a public appeal, in which they request the preservation of this branch.
The authors of the public appeal present arguments for maintaining this branch, such as quality accessibility, which is generally understood as pedestrian accessibility, connectivity to capacity public transport, and optimal capacities of static transport (parking), as well as the number of households, businesses, and institutions that would be negatively affected by the relocation of the branch.
"Surprised by this news, we, as users of this branch, decided to express our disagreement with this step. We appeal for its reconsideration and the preservation of the branch at Republic Square in the form of a public appeal to the regional operations director, Ing. Vladimíra Gotthardová, who is, according to our information, responsible for this intention," says one of the authors of the public appeal, Martina Potůčková.
"We welcome the establishment of another branch of Czech Post, which would serve as a mail deposit for households in the New Sady district. However, closing the branch at Republic Square would not contribute to better accessibility for households and businesses located in the city center, nor for those in the New Sady district," informs another author of the public appeal, architect and urban planner Petr Daněk.
"The closure of public services in the city center also indirectly affects the competitiveness of other public, semi-public, or private services. Moving the Czech Post branch to Galerie Šantovka would disadvantage small and medium-sized entrepreneurs located around Republic Square to the benefit of private commercial space. Czech Post would thus significantly contribute to the modern "museumization" and atomization of the city center, that is, the gradual displacement of services from public spaces in the city to purely private spaces. We are convinced that public administration should not succumb to this artificial phenomenon, but rather correct it." explains Petr Daněk. According to him, opening branches in private shopping centers is understandably reasonable and practical, but it should not be done at the expense of closing traditional and functional branches located in the cities.
The creators of the public appeal also note that the Statutory City of Olomouc was informed about this post office plan and nevertheless took no action. At a minimum, it had and still has the right to ask Czech Post for a detailed analysis of the workload of the branch at Republic Square in Olomouc, which would justify such action. The role and responsibility of territorial self-governments are irreplaceable in addressing the conditions for the development of civic amenities, their accessibility, and economic use.
"If Czech Post aims to bring its operations closer to the widest possible number of customers, as it itself declares, then preserving the branch at Republic Square is the first step that needs to be taken in this regard," adds Dominika Kovaříková, the last of the trio of citizens who drafted the public appeal, to which institutions located near the branch subsequently joined.
The public appeal was sent on Friday, December 20, 2013, to the regional operations director and was sent for information to the director of Czech Post s.p. and the mayor of the Statutory City of Olomouc. From Monday, December 23, citizens and users of the branch will have the opportunity to join the public appeal by signing the attached signature sheet. Signature sheets will be placed for about a month at various locations around the proposed branch for closure, including in the neighboring florist.
