Prague - A seven-story residential building is set to rise in the vacant lot next to St. Clement's Church in the center of Prague. The investor will surround a one hundred fifty-year-old historic tree. ČTK found out this information from the official board of Prague 1, whose building department issued a zoning decision for the construction. There is also a petition against the construction, as parents of children from a nearby kindergarten are concerned about the planned placement of a crane in its yard. This is permitted by a contract with the city district from 2010.
    The residential building is to be constructed at the corner of Nové Mlýny and Klimentská streets in the vacant lot where a protected plane tree grows. The building will mimic the shape of its crown. "The depth of the recess of individual floors will respect the volume and shape of the protected tree and will be used for the terraces of the apartments," states the documentation.
    The zoning proceedings have dragged on since 2011. However, the first decision was annulled by the magistrate as the appellate authority and returned to the Prague 1 office for further discussion. The concerns regarding the project primarily related to noise and shading of surrounding buildings, but the office dismissed all objections.
    Opponents of the construction also disagreed with the office on whether the land is a vacant lot or an inner block of buildings on Revoluční Street. "The proposed new residential building enters the context of the central area of the Prague Heritage Reservation in a completely inadequate and, without exaggeration, arrogant manner. Its composition on the cramped land, the architectural solution, and the ostentatious foreigness are in a significant and absurdly obvious contradiction to the preserved buildings," states the environmental studio in its remarks on the project.
    The zoning decision does not address in detail the criticized placement of the construction crane on the playground of the neighboring kindergarten. According to the document, it is permitted by an agreement on the execution of construction modifications between the owner of the building and the city district.
    Parents are concerned that during the construction, children would be prohibited from accessing the garden and playground and would be disturbed by noise. "With the petition, we want to achieve the cancellation of the permission to place the crane on the school grounds and request a detailed mandatory noise and dispersion study considering the children's regime in the kindergarten, especially the lunchtime quiet period," states the introductory letter of the petition that parents are signing.
    According to the decision of the building department, the project must include the construction of a noise barrier to protect the kindergarten.
