Pardubice – In the northern part of Dubina in Pardubice, a housing estate for about 3,500 residents could one day be established. This is the third area in the territory where larger residential construction is expected in the future. So far, a land-use study has been created for it. "The location connects to road I/36 and the new northeastern bypass, it is enclosed by roads into a triangle, with the Haldy stream closing it off to the north. It could accommodate 1,000 to 1,200 apartments. However, this is a distant future; it is a vision," Zmítková said.
The area is approximately 19 hectares in size. The study proposes apartment buildings from two to six stories, public spaces, and land reserves for the construction of a kindergarten and primary school. "There should be an urban-style development, with civic amenities on the lower floors of the buildings," Zmítková said.
There are mainly fields in the area, and nothing is currently built there, with buildings lining the road towards Sezemice. For example, there is a car showroom. The land mostly belongs to private owners, while some is owned by the city. According to Zmítková, a backbone road will need to be constructed there, which should be done by investors. Ideally, it could one day lead to the other bank of the Elbe.
"Investors cannot agree on the traffic connection and who will pay for it. The city wants to set rules to ensure that the access road meets adequate parameters," said Deputy Mayor René Živný (Together for Pardubice) some time ago.
For the two other adjacent locations, Hůrka and Nová Hůrka, studies are also completed. All three could one day offer housing for up to 15,000 residents. The city of Pardubice owns the most land in Hůrky, where preparatory work could begin in 2027. An external company is preparing a division into phases for the city hall, including costs and work procedures. It will propose where the city should act as an investor, which parts of the area will be suitable for affordable housing, cooperative apartments, or private developers.
