Brno - The South Moravian Region intends to build a senior home in Tomešova Street in Brno in collaboration with a private entity on the site of a vacant former blood donation station. If everything goes well, construction could begin in 2021 and end in 2023. The deputy governor Marek Šlapal told the Czech News Agency (ČTK). The construction would be in the form of a concession. The facility with 156 beds would be built by a private company on the region's land, which would operate the home there for 30 years with advantages. It would then be transferred to the ownership of the region.
The costs of construction will be determined only after the concession procedure, but according to Šlapal, they are likely to be in the hundreds of millions.
The region council today decided on the intention to build and the method of implementation in the form of cooperation with the private sector precisely through a concession. The region had previously commissioned a study to assess whether this cooperation would be advantageous. "The study evaluated the variant as suitable. The concessionaire will be responsible for project preparation, construction, financing, and operation of the home for a period of 30 years," said the governor's deputy responsible for property, Taťána Malá (ANO).
The advantage lies in the fact that the region has no costs related to the construction, on the other hand, the concessionaire does not pay VAT on the construction and can reduce costs with profits from operation. According to Šlapal, it will not be the operation of a private facility, but it will be included in the network of service providers in the South Moravian Region, so operation will be funded from the money of the Ministry of Labor and Social Affairs and also from regional subsidies.
The facility is supposed to include a senior home, a home with a special regime, and respite services. "Currently, preparations are underway for the selection of an advisor who will assist the regional office in the concession procedure. This will most likely be selected in the first quarter of this year. The concessionaire, that is, the investor, is expected to be chosen by mid-2020," stated Malá.
According to Šlapal, another year of work will follow, so the actual construction could start in 2021 and end in 2023. He added that three interested parties have already registered with the region who would like to build the home.
