Lysá nad Labem - The State Directorate for Waterways of the Czech Republic (ŘVC) intends to launch a public procurement process for design work for a recreational harbor in Lysá nad Labem in the Nymburk region in the second half of this year. The work will be commissioned in conjunction with the Central Bohemia regional road administration and the city of Lysá nad Labem, said ŘVC spokesman Jan Bukovský to ČTK. According to the regional office, the plan to build a recreational harbor for 43 boats should not have a significant impact on the environment, and the office does not require further assessment, as stated in the conclusion of the scoping process published last week in the EIA information system.
"Given the scope of the project being carried out by the ŘVC (the harbor itself), the related investments of the city of Lysá nad Labem, and the concurrently planned implementation of the regional cycle path around the future harbor, it has been agreed that we will commission the design work jointly with the management and maintenance of the roads of the Central Bohemia region and the city of Lysá nad Labem, to select one common designer," Bukovský said.
According to him, the contract for design work will include the preparation of project documentation for the permit of the project, including securing a building permit and preparing documentation for the selection of a construction contractor. The use of a common designer, who will ensure the coordination of all actions, is considered efficient by the ŘVC. The investments are located in one area, with some directly related to each other, Bukovský said. "At this moment, the preparation of the joint procurement agreement is underway, into which proposals from individual investors are continuously being incorporated," the spokesman added.
The city of Lysá nad Labem is expected to build access roads, pedestrian access, sewage, and street lighting. "The city plans to further develop the leisure area 'Under the Bridge' as part of the project," said city hall spokeswoman Alžběta Trousilová in response to ČTK's inquiry.
According to expert estimates, the construction of the harbor will cost 300 million crowns excluding VAT for the project documentation. "The amount will be refined within the project documentation in relation to the currently ongoing engineering-geological survey," Bukovský added. If the preparation proceeds smoothly, construction of the harbor could begin by the end of 2028.
The harbor is to be built on the right bank of the Elbe in the Litol area. The ŘVC had previously stated that it will be the largest of its kind on the Elbe and is intended for short-term, medium-term, and long-term mooring of small recreational vessels, including facilities and access. The project also includes the construction of a berth for passenger boat transport, which should be located outside the harbor. The ŘVC is building smaller docks for recreational boats in the region, which serve as stops for mooring for up to 48 hours.
