Prague - The House of Representatives is likely to approve a law on the management of construction and built environment information. The regulation aims to introduce a so-called Building Information Model, commonly known by the acronym BIM. Procedures based on this model can save money for clients and shorten the construction preparation time. Today, the deputies moved the regulation to the final round of discussions.
Deputy Jiří Havránek from the ODS proposed that the approval of billboards near roads should only concern those that are visible from the road, and that permits should not be issued for more than five years. The new regulations would also apply to advertising structures along highways in built-up areas. He recommended simplifying the implementation of minor constructions near railways, roads, and highways with the owner's consent.
Silvie Doušová (for STAN) requested the addition of energy storage devices to the list of constructions established and operated in the public interest. According to the deputy, these devices with a capacity of up to 100 kilowatts should be classified as minor constructions. Doušová, on the other hand, wants to exclude wind power plants with the same stated capacity. KDU-ČSL Deputy Róbert Teleky recommended maintaining support for electricity production from mining gas even after the end of this year. The House Economic Committee recommended including a technical amendment regarding the Czech Office for Surveying, Mapping and Cadastre in the law.
The Building Information Model will relate not only to the construction itself but also to the adjustment of its surroundings, that is, the built environment. It can help, for example, municipalities and towns. This method has already been used by the Supreme Audit Office during the construction of its new headquarters.
The obligation to create a Building Information Model will only apply to constructions or their parts whose procurement cost exceeds the limit for above-limit public contracts for construction work according to the Public Procurement Act. This financial limit is 135 million crowns. It will pertain to constructions that are recorded in the real estate cadastre or in the technical map of the region. Primarily, the state and its offices, state enterprises, regions, and state contribution organizations will have to procure these models.
Exemptions will apply to constructions abroad or to constructions authorized by the ministries of defense, interior, or justice. The term built environment is based on the definition in the building law and represents an environment created or modified by humans, encompassing buildings and both public and private open spaces. The Information Model of the built environment is intended to group information about the territory, the buildings on it, as well as restrictions or processes occurring within it.
