Prague – Researchers from Ostrava have prepared a methodology for involving the public in urban planning. It aims to ensure that changes in locations adequately reflect the needs of their inhabitants. The methodological publications are freely available online. The project was reported by the Technology Agency of the Czech Republic (TA ČR), which supported it with a grant of 3.4 million crowns under the ÉTA program. Experts from Ostrava University and the University of Mining – Technical University of Ostrava collaborated on the methodology.
The researchers used the Main Street in Ostrava to create the methodology. They chose it because it belongs to the most well-known areas in the region, many people from various social groups live there, and there is potential to significantly enhance its value. This was also confirmed by a survey. Respondents compared Main Street to the Parisian boulevard Champs-Élysées and expressed interest in participating in the project.
"All groups of residents, including those who are somehow disadvantaged, must have the opportunity to voice their opinions. It does not make sense for participatory techniques aimed at seniors to be directed exclusively to an online environment that they do not understand or that is not natural for them," said project manager Marie Špiláčková. "It is necessary to adapt to the mentality, nature, skills, abilities, or opportunities of the target group and consider whether they are old or young, their gender, ethnic background, social status, and other specifics," described the scientist, who works at the Faculty of Social Studies at Ostrava University.
The research team engaged the public using methods such as the world café, which simulates discussion at small café tables. Other methods included the online technique photovoice, which tells the story of a particular place through photographs and videos, or a reminiscence scenario for the future. According to scientists, reminiscence is a suitable approach for seniors. It involves collective reminiscing – for example, over old photographs or during walks in familiar places, which leads to the creation of scenarios for future development.
According to TA ČR, the methodology can serve municipalities and towns as well as developers and investors. The team worked on the project from 2019 to 2021.
