Prague - The proposed option for the construction of public toilets, changing tables, or showers in public spaces and parks without a building permit is unlikely to receive support from the government in the Chamber of Deputies. According to documents for Monday's meeting, the cabinet is expected to take a negative stance on the amendment to the construction law proposed by ČSSD MP Petr Dolínek. Dolínek argues that territorial and construction proceedings are lengthy, and it is in society's interest to have sufficient public social facilities.


According to the material, the government will point out that territorial and construction proceedings also serve to ensure that the construction does not disrupt the urban, aesthetic, or historical value of the location. Moreover, the amendment would significantly weaken the position of individuals who are legally participants in administrative proceedings and can raise objections, stated in the cabinet's preliminary position, which lawmakers will receive after approval.

According to the amendment, one-story social or hygiene facilities with an area of up to 50 square meters and a height of up to five meters could be built in public spaces or on public green areas and parks without the need for a decision on the location of the construction, and thus without a building permit. The change would also concern related technical facilities.

Under the so-called free regime regarding permits, greenhouses, extensions to family or recreational homes, swimming pools, bus stop structures, retaining walls, and fences can now be built under specified conditions without a permit. It is also possible to build structures for forest management, hunting hides, circus tents, flagpoles, and antennas without permission.

Lawmakers will decide on Dolínek's proposal. However, it is uncertain whether the Chamber will manage to discuss the amendment before the end of the electoral term.
