On Monday, June 25, the lease for the land provided by the city for this purpose will also end," stated the head of the legal department of the city hall, František Ivánek. According to Mayor Jiří Částečka, the construction permit process is currently suspended as the investor did not submit documents regarding traffic accessibility solutions. The councilors will have to decide on the withdrawal from the contracts for the architectural competition and construction, lease, and future purchase of the land. The multifunctional center project includes apartments, office spaces, a supermarket, and smaller businesses. It also includes underground garages. Opponents of the project among the councilors and other residents of the city are concerned about further worsening of the already complicated traffic situation in the area and the consequent impacts on the environment. They also point out that the current project significantly differs from the one that won the architectural competition five years ago. However, the potential withdrawal from the contracts will not end the entire matter. "On the contrary, we are likely facing very challenging negotiations. CTP Invest remains committed to its plan," noted Částečka. Even if both parties agree to part ways, the issue of mixed ownership of the land in the gap on Masaryk Street will remain unresolved. A third of the land belongs to the investor, who purchased it from private owners. According to the mayor, the town hall could offer the company other municipal land in exchange. The investor originally intended to start construction in July 2002 and complete it three years later. However, the councilors approved several delays to these deadlines at the investor's request. The last deadline for starting construction expired on September 30, 2005, and for its completion on August 30, 2006. According to CTP Invest, the delay was caused by circumstances that could not be influenced, such as inheritance proceedings.
