Liberec – Liberec has agreed on the conditions for cooperation with the developer of a new district on the outskirts of the city near the Kunratická housing estate, the construction of which will require around three billion crowns. The so-called planning agreement still needs to be approved by the city council. The development of this area, where up to 650 apartments are expected to be built, will cost the developer from the Syner Group 65 million crowns. Of this, 40 million crowns is allocated for the construction of a kindergarten. The city's mayor, Jaroslav Zámečník, told journalists today.
"The remaining investments will go into higher-quality public space, which means better greenery and better surfaces. An artwork will even be created, as was customary," said the mayor. The developer will also pay for the construction of a sidewalk from the Kunratická housing estate and a forest path to Harcov. On the other hand, the city should commit in a memorandum to help find another investor for the vacant land near the new district, who would be willing to pay half of the cost for the extension of Hrabětická Street to the roundabout connected to road 14. According to Deputy Mayor Jiří Šolc (SLK), the extension of the road will cost approximately 26 million crowns, and the city will not financially participate in it.
In this case, the city has started to apply rules, according to the mayor, that it wants to set for other developers in the upcoming guidelines for cooperation with investors on the development of public infrastructure. "According to these guidelines, which are not yet approved by the city council, we are likely to impose a fee of 500 crowns per square meter of gross floor area," said Zámečník. In this case, he said they managed to negotiate even better conditions, about 15 million less. "We have information from the developer that it concerns 101,000 m² of gross floor area, so we multiplied that by 500, which is approximately 50 to 51 million crowns, and their value is 65 million," he added.
The developer plans to build nearly 650 apartments in the new district, shops, a kindergarten for 84 children, and a care home with a capacity of 60 beds. It also considers creating areas for recreational activities, which should include a playground, a ball game field, and a workout trail. It is estimated that around 1600 people could live in the new district. "It is probably the largest private investment in the city, approximately three billion crowns," said Šolc.
The developer plans to start construction behind the Kunratická housing estate towards Jablonec nad Nisou along road 14 in the summer of next year and aims to complete it by the end of 2030. The residential complex Kunratická will be built on a site known as the "giant hole," which was present a few years ago due to an unfinished diagnostic and therapeutic center for treating patients after severe injuries.
