Brno - A dispute has erupted between the coalition and the opposition in the largest city district of Brno. The opposition Greens criticize the plans of the Brno-střed leadership to transform the Míru Square, which is a central area of the villa-style Masaryk neighborhood. For example, they do not like that the city hall leased a lucrative half-hectare plot of land to a company that intends to build a four-story building with apartments and shops for one koruna per square meter per year. Councilor Jasna Flamiková (SZ) described it in a statement sent to journalists today as unfavorable. Former mayor Dagmar Hrubá (ODS) told ČTK today that she would not comment on the issue. The lease agreement with the company Wilson Property, which is supposed to build the multifunctional building, was signed last August by Hrubá. The politician is now the deputy mayor at the city hall. The city district committed in the document to lease the land to the company at a symbolic rent for 15 years. As the today's South Moravian supplement of Mladá fronta Dnes states, in exchange, the city hall should receive nearby land, on which the Brněnka self-service store stands, from the investor after the construction of the multifunctional building. However, that land is seven times smaller than the plot on which the multifunctional building is to be erected. Brněnka is to be demolished, and the area will be used to expand the park in the square. The Greens in Brno-střed are now demanding that the city district withdraw from the agreement due to the low rental price and other provisions of the contract. Then, according to them, the use of the land that previously belonged to the army should be reassessed. The mayor of the district, Michal Bortel (ČSSD), did not want to estimate whether the coalition in Brno-střed would agree to the Greens' proposal or not. ČTK was told today by him that the lease agreements are currently being assessed by the Brno magistrate, and the city hall leadership will wait for its opinion. According to him, there are several options for resolving the situation. The city district can withdraw from the agreement, make minor modifications to it, or keep it in effect. The Greens are also waiting for the legal analysis from the magistrate. Flamiková told ČTK today that people from the previous leadership of the city hall responsible for the project should resign.

The contract for the Wilson apartment building is invalid
Brno-střed – In August 2006, the then mayor of the Brno-střed district (MČBS) MUDr. Dagmar Hrubá signed a lease agreement with Wilson Property s.r.o. for former military land on Lerchova Street. However, the wording of this agreement did not pass approval in the MČBS Council and is therefore invalid. Moreover, it is in violation of the contract for the gratuitous transfer of these plots from the Ministry of Defense to the Statutory City of Brno from 2003. This contract guarantees non-commercial use of the land until 2013. The contract between MČBS and Wilson Property is concluded for 15 years, for a rent of 1 CZK/m2/year for the purpose of constructing a multifunctional building to be owned by Wilson Property. The offer for the lease of these plots was allegedly posted on the MČBS notice board in June and July 2006, but only one interested party responded to the offer. Based on this single offer, the MČBS Council, with ODS votes, approved this unfavorable lease just before the elections. The fact that the MČBS Council leased a half-hectare lucrative plot of land at such an extremely low price based on a single price offer is very suspicious, and the Greens categorically disagree with it. Although Wilson Property applied for a zoning decision to build the Wilson residential complex at the end of last year, it cannot obtain it because the owner of the land, which is the City of Brno, is not aligned with the aforementioned agreement and has not consented to its conclusion. The former mayor of MČBS, Dagmar Hrubá, violated the valid Statute of the City of Brno by signing the agreement, which states that "no structures whose lifespan exceeds the duration of the lease may be placed on land leased for a period shorter than 15 years" (Article 75/4/c of the Statute of the City of Brno - Decree No. 20/2001) and also failed to comply with the notification obligation (Article 75/4/e idem).
Therefore, the Green Council Club in Brno-střed calls on the MČBS Council:
to immediately settle (terminate) contractual relationships with Wilson Property, so that they are in accordance with the Statute of the City of Brno and thus avoid possible legal consequences;
to revoke its resolution from the 96th meeting of the MČBS Council regarding the lease of the plots for 1 CZK/m2/year to Wilson Property;
and especially to initiate a transparent public discussion on the use of the land in accordance with the contract between the Ministry of Defense and the Statutory City of Brno.
