Brno - The Antitrust Authority confirmed a fine of 300,000 crowns for a faulty construction contract for a section of the Vítkovice Arena. The namesake municipal company in Ostrava did not announce a tender for the construction of a bar worth 24 million crowns, but awarded it to the company Tchas, which built the entire hall. According to the Office for the Protection of Competition (ÚOHS), this is inefficient and also contrary to the law, stated ÚOHS spokesperson Kristián Chalupa today to CTK. The authority's verdict is final; the company can still file a lawsuit with the regional court. However, it must pay the fine. The contract with Tchas for the construction of the sports bar was signed by the company at the end of February last year. Construction had already begun in June 2006. However, when it signed the first contract for the construction of the entire hall for a quarter of a billion crowns, it already knew about the bar. Therefore, it should have awarded both contracts in one tender, which could have allowed it to receive offers at a more advantageous price and save money, according to ÚOHS. If this did not happen, it should have announced a new tender. The method the company ultimately chose is considered wrong by the authority. For another violation of the public procurement law, Vítkovice Arena had previously received a fine of 100,000 crowns. It did not announce a proper tender for the construction of technical infrastructure around the Palace of Culture and Sports for more than 75 million crowns.
