Dvůr Králové nad Labem - Representatives of Dvůr Králové nad Labem and the private company Modrá studna today signed a cooperation agreement to build a covered swimming pool with a deep diving center. Modrá studna aims to construct the pool center, estimated to cost 420 million crowns, near the city’s Tyršova swimming area. The fifteen thousand residents of Dvůr Králové currently lack a covered swimming pool and there is no diving center of this type in the Czech Republic.


"The signing of the contract advances the hypothetical realization of the construction of a covered swimming pool in Dvůr Králové nad Labem one step further," said Mayor Jan Jarolím (ANO). The document, approved by the city council at the March meeting, defines the conditions and procedures for the further preparation of Modrá studna's investment plan and also the city’s involvement in the project.

According to the owner of Modrá studna, Petr Havlík, the project is no longer just a concept but is based on the responsibility, willingness, and courage of both parties to continue. "Now discussions with investors will follow, then an architectural study, further surveys, and only then the process of obtaining a building permit," he stated. Earlier, Havlík estimated that, with an optimistic development, construction could begin in 2028 and be completed by the end of 2030.

In exchange for an investment valued at a maximum of 35 million crowns, the city will acquire a 15 percent stake in Modrá studna. Currently, the sole owner of Modrá studna is local businessman Havlík. The main part of the city’s investment will consist of land for the construction of the pool center, costs for hydrogeological surveys, and a share in the construction of infrastructure.

The city will enter the project as a stakeholder, including the land, only after the investor obtains the final approved permit for the project and the subsequent project documentation is approved. The transfer of land will be set up in such a way that it can be more easily returned to the city’s ownership in case the project is not realized.

The plan to build a covered swimming pool and a deep diving center with a 40-meter deep pool was presented by Havlík at the end of 2024. Last year, the city acquired land near the swimming area where the pool center could be built. In December, the council approved a change to the zoning plan that addresses Modrá studna's proposal and also the potential development of the southern part of the zoo area for the expansion of the African safari. In January of this year, the city, the investor, and the Dvůr Králové zoo signed an agreement on cooperation that addresses mutual communication and coordination of plans near the Tyršova swimming area.

According to Havlík's earlier statements, the future operation of the swimming pool should be profitable thanks to the diving center. "The special deep pool will serve for training in sports recreational freediving as well as for training divers with breathing apparatus," noted Havlík. He mentioned that professional divers from the fire brigade, police, mining and water rescue services, and the army currently do not have adequate facilities for deep training and certification in the Czech Republic. The swimming pool is expected to be 25 meters long with six lanes.

In neighboring countries, a deep diving pool has been operational in Poland since 2020. The diving training complex Deepspot in the town of Mszczonów near Warsaw has a pool that is 45.5 meters deep.
