Currently, there is a devastation of a real estate cultural monument happening in the historic core of the city of Olomouc (not that there haven’t been more with the help of the City Hall of Olomouc). It concerns the house at Žerotínovo náměstí no. 13. From the tower of St. Moritz Church or from the town hall tower, you can see the courtyard part of the building, where insensitive adaptation of the attic spaces of the house is taking place. At the location of the new wall with windows and doors, there originally existed a mansard roof with two dormers, which was replaced after 1961 with a utilitarian one-angled flat roof without dormers. The adaptation of the attic was initially approved by the National Heritage Institute on the condition that the courtyard side of the roof would be restored to its original state - that is, with a mansard and dormers. However, the City Hall of Olomouc rejected this as an unfounded reconstruction based on a hypothesis (despite there being photographs of the original mansard roof! Furthermore, the shape of the mansard could have easily been deduced from local conditions). In the second round of the building proceedings, the condition of the National Heritage Institute was, of course, repeated - the owner, however, came up with a new solution, proposing to erect a wall with windows and doors in the place of the roof, with a terrace and with an increase of the left risalit! Such an adjustment would understandably devalue the entire building significantly, not to mention creating a strongly negative precedent for other builders. This time, however, the City Hall approved the entire project! And that despite previously rejecting the historical reconstruction of the roof shape and arguing, among other things, the exposure of the building and its visibility from the city towers. The National Heritage Institute appealed against the decision of the City Hall to the regional office - to no avail. The substantive aspects of heritage issues are actually refused to be addressed by the Regional Offices, even though they have the authority to do so. Connections also play a role. Currently, the whole case has been submitted to the heritage inspection of the Ministry of Culture.
The photographs capture the courtyard side of the building before and after the adaptation of the attic.
