A Piece of Europe on the Banks of the Sura – this is one of the titles of articles in Russian periodicals that respond to the urban design proposal for the waterfront in the city of Penza. The author of the proposal is the young Czech atelier YUAR, which opened its branch in Moscow last year.
      The project is located on the banks of the Sura River (a tributary of the Volga, which gives access to 5 seas), covering an area of over 46 ha. The addressed area is situated in the very center of the city, which is why the project creates an urban character of the buildings with the appropriate density typical for city centers with multifunctional content. This approach is diametrically different from the current Russian method of development, which largely employs point-based construction with high-rise buildings. The absence of a norm requiring the solution of parking, green spaces, and the overall environment of the building in Russia leads to the surroundings of these usually 26-story residential buildings creating unused dead zones and unorganized parking lots.
      An irregular street network that creates an interesting environment, block development with inner courtyards, rooftop parks at ground level, public spaces dedicated to people rather than transport, underground parking, modern technology – these are some of the reasons that have earned the project descriptors like “European waterfront” or “Western European riverside.” However, they have also sparked a heated discussion about the feasibility of this project in Russia.
      According to the project, 550,000 m² of residential space and a diverse range of approximately 950,000 m² of civic amenities from shops and administration to cultural and educational centers are to be created in the area.
