Public project anonymous architectural one-round competition.
The subject of the competition was to develop a proposal for “Kelčský Javorník Observation Tower”, the subsequent construction of which will increase the year-round tourist attractiveness of the affected area.

1st prize: not awarded

2nd prize (30,000 CZK): Ing. Ondřej Balážik, collaboration: Ing. arch. Marta Balážiková, Pavel Petrů
Jury evaluation: “Architectural, conceptual, and artistic appropriateness: the tower-like structure with a circular floor plan, combining steel and wood, resonates with natural shapes. The construction is elegant, simple, and does not conflict with the existing neighboring telecommunication tower. Financial appropriateness of the chosen solution: the professional cost calculation of 7.3 million CZK is appropriate and meets competition conditions. Suitability and durability of the materials used: the reinforced concrete foundation block, central steel column with a steel spiral staircase featuring wooden steps, and the wooden outer shell made of impregnated wooden slats fully meet the requirements for suitability and durability of the materials used, along with safety, fire resistance, and largely eliminate the risk of vandalism.”

2nd prize (30,000 CZK): MIMOSA architekti, s.r.o.
Jury evaluation: "A confident, simple yet functional shape of the lookout tower, which best addresses the complex relationship with the landscape and the nearby transmitter among all participants. The changes in shape depending on the observer's position lighten and animate the mass. The observation platform has an elongated rectangular floor plan, and the change in the observer's position is then significant, enriching the experience of the view. The lookout is not the only thing the tower offers; the spatial impression from the gradually denser and then sparser walls would certainly be very strong. A drawback, however, appears to be too many wooden surfaces in the enclosing shell, which will be subject to the elements and will either require maintenance or have a limited lifespan. This issue has, however, burdened several designs significantly in terms of architectural composition, which otherwise possesses a very high quality. The construction appears reliable, looking as if it has been designed with experience and understanding of the assignment. The purely wooden structure promises reasonable costs compared to heavily steel-combined constructions."

3rd prize (20,000 CZK): Ing. arch. Jan Březina, Ing. arch. Ondřej Kafka
Jury evaluation: “Regarding the future location of the building near the top of Kelčský Javorník, the lookout tower meets the vision, requirements, and specified demands for architectural, conceptual, and artistic design. The materials used also meet the requirements for suitability and durability, and the entire project is financially appropriate. It respects the specified financial demands for the construction execution. However, in terms of further maintenance, it is a very demanding project, and its resistance to vandalism and fire outbreaks poses higher risks. The project did capture attention with its original ideas, such as the possibility for the visitor to leave a mark in the form of beech blocks, and also the thought for less mobile or fearful visitors, who can still enjoy the view of the landscape through a periscope. The lookout tower blends with the landscape, does not conflict with the existing transmitter, and will have a nice view from the surrounding landscape of Kelčský Javorník. All these aspects support the placement of this lookout tower at the aforementioned peak.”
