Luhačovice - Luhačovice in the Zlín region announced a construction moratorium in the historical center of the town starting from March 11. The measure may last for a maximum of three years, the city hall informed CTK in a press release today. The goal of the moratorium is to temporarily protect architecturally valuable sites from unregulated construction until a new spatial plan for the spa town comes into effect.
Luhačovice's mayor Marian Ležák (ind.) mentioned in relation to the construction moratorium the increased pressure from investors. "We understand the dissatisfaction of investors, but we do not want to be intimidated. Our priority remains to preserve the unique character of the spa for future generations," he stated. According to him, the construction moratorium applies to areas in the Luhačovice municipal heritage zone that are most vulnerable due to outdated regulations. The moratorium will last for a maximum of three years, but if the city adopts a new spatial plan before that time, its validity will end earlier.
The spatial plan for Luhačovice is considered outdated by the city management and does not provide sufficient support for regulating height or area limits. The new plan should be completed by the end of the construction moratorium. "It serves as a necessary guarantee so that developers do not abuse the current situation before the announcement of new rules," the mayor mentioned.
"The construction moratorium represents a purposeful measure that temporarily halts construction that could be in conflict with the emerging spatial plan. The new one will place much greater emphasis on protecting the traditional character of the spa town," stated lawyer Zuzana Malá from Frank Bold Advokáti, who assisted in setting up the construction moratorium in Luhačovice.
The limitations on construction mainly concern investment projects that could harm the urban value of the historical center. "The new measure basically does not affect ordinary residents; renovations and minor repairs to buildings are still possible, and in other parts of Luhačovice, we actively support new construction," Ležák stated.
