The fact that grants for insulating buildings provide significant assistance to the environment as well as to the wallets of tenants is confirmed by the example of the Brno district of Nový Lískovec. The city hall has so far reconstructed ten panel houses, and aims to complete another five by the end of 2010. Heat savings in insulated buildings are around 70%, and the houses have also gained a more modern appearance and improved living quality. Since last September, the State Environmental Fund of the Czech Republic has also contributed to the insulation of panel houses under the Green Savings program, while public buildings are supported through the Operational Program for the Environment.

The Brno-Nový Lískovec district is the most densely built area in the South Moravian metropolis. There are more residents here than in the city center, and most of them live in panel houses that are more than 25 years old. “Nine years ago, we started the first construction work on 384 apartments in 10 panel houses. The goal was to reduce heat consumption to below 40 KW/h/m². The good results from the first series of regenerated houses motivated the municipal district to prepare the next phase - we decided on an even higher quality modernization. By the end of 2010, we aim to complete another 450 apartments in five buildings. People can look forward to a reduction in heating expenses of between 60 and 70%,” says Jana Drápalová, the mayor of Nový Lískovec.

The modernized houses in Nový Lískovec are not only aesthetically pleasing but also meet the requirements for low-energy buildings. Houses built around 1980 received new windows, balconies or loggias, a thick layer of insulation, brick apartment cores, and new electrical installations. “The reconstruction of panel houses in the Brno district of Nový Lískovec involved experts from universities and non-governmental organizations, as well as quality design offices. Perhaps this is why it is considered one of the best executed regenerations in the Czech Republic. The improvement of living conditions in housing estates also has a broad social impact, as a quarter of citizens currently live in panel houses,” says Petr Štěpánek, director of the State Environmental Fund of the Czech Republic.

The path to obtaining a grant for the implementation of insulation and ecological heating of houses is now much easier also thanks to the Green Savings program, which has also applied to panel houses since last September. However, this program is not the only grant program available from the State Environmental Fund of the Czech Republic. For insulating public buildings, most commonly educational facilities, applicants can utilize the Operational Program for the Environment. “The first approved project in the city of Brno under the Operational Program for the Environment was the project of the Kamínky Primary School. The approved grant of 27.3 million crowns will cover most of the costs associated with converting the primary school in Nový Lískovec into a low-energy building. The conditions for obtaining a grant are the same as for panel buildings, only taking into account the differences in their execution,” adds Štěpánek.
