The reason is the appeals from some local residents and associations in the approval processes. The project raises doubts among them. According to a seven-year-old plan, a similar project is intended for the plots, like the nearby "Baba settlement" from the 1930s. The City Hall intends to offer interested parties two dozen plots averaging 1,000 square meters in public tenders. A condition will be that buyers choose one of forty architects. Each author will also be able to design a maximum of two houses. On the site, the City Hall first had to build engineering networks and other infrastructure. The work was only completed last year and cost about 30 million crowns. "Practically against all administrative decisions, appeals have been submitted; after their rejection, in some cases, even lawsuits," said Slavoj Vrbický from TCP, the company handling the construction. The project has already been delayed by more than two years, he added. Some local people and associations do not mind the construction of houses itself, but they believe there should be fewer of them. On the contrary, the planned park and sports facilities should be expanded. Greenery has not yet been planted, and the playground has not yet been built; this is expected to happen only during the construction of the houses. It is not known when that might start, although valid zoning decisions have been issued for it. "The lawsuits have not yet been resolved, and a decision on the further procedure for selling the land has not been made," said Vrbický.
