The cultural complex named for the Spanish Republican fighters is a part of the Moste neighbourhood local center, which consists of administration buildings, an open market, and shops arranged between Zaloška Street and residential apartment buildings. The complex includes a multipurpose auditorium for cultural events, the Jože Mazovec Library, and Jelovšek Art Gallery. The outwardly simple box-shaped building hides a complex internal organization. The ground plan is divided into two parts: the auditorium and side premises. In contrast, the vertical section of the building has four floors that can be accessed from different sides and levels, allowing for the flexible use of rooms and the coexistence of many different activities within the building. This seemingly introverted, unattached building actually functions as an active part of the city and is well-integrated into its surroundings. The prefabricated concrete facade imitates wood paneling. Long windows on the side facade are arranged in a free composition but are narrow enough to maintain the unity of the facade. The main entrance and a large second window that extends into a canopy and balcony open toward Zaloška Street. Given the modesty of its surroundings, the architect Oton Jugovec chose not to compete with the plain neighboring architecture. Instead, he inserted a nondescript, reserved, and practically organized prism with no pretence of monumentality.
